1352 is for bypass circuit open, it's not a valve. Bypass mode is used at the start of engine crank. When the second 3X reference pulse is recognized by the PCM, it applies 5 volts to the bypass circuit, commanding the ICM(ignition control module) to switch spark advance to PCM control. If the PCM detects an open in the bypass circuit, 1352 will set. You can have a problem in the ICM, the wiring between the ICM and the PCM or a bad PCM. I can send you the scanned troubleshooting page and wiring diagram from Helms if you want, but it's for a 98 Regal, good chance it's the same.
