It is more than likely the fuel level sender. It's a cheap part to replace. The labor to replace the sender is about the same as replacing the fuel pump itself.
I'm not trying to hijack this thread but speaking of fuel gauges, the accuracy of my gauge is utter crap right now and I have no clue how to fix it. The fuel level changes by about 1/8 tank every time I drive/park on an incline or make a sharp turn. It's really annoying, especially considering it's a brand new fuel pump assembly.
