Nope, just won't make it emissions legal
You'll also need to ensure the computer is going to be made happy with this change. 2001 & newer 3800's have some extra considerations beyond just killing the DTC's in a tune, but fixable.
Unless your planning on pushing boost there is no advantage to removing the cat. You will likely lose power especially in the low end.
Most vehicles 1994 and older are safe to remove the cats but after that you may be opening up a can or worms. Especially when it comes to the computers, power and fuel economy and other potential issues.
